3GS baseband issue

i have 3gs running 5.01 bb 6.15. unlocked ultra snow. have managed apple officially unlock phone bb non standard won't accept unlock when restore itunes. no sim in phone when try activate. if upgrade 5.1 via itunes baseband firmware restored @ same time , iphone returned non jail broken state.

i'm not expert fwiw don't think 5.1 upgrade baseband 06.15 still higher version (05.16.05 in in 3gs 5.1).

think best bet fuzzyband.
