Does pre-sign for delivery actually work?

once pre-signed imac, present when got delivered opened door in person. guy told me shouldn't bother notice since apple doesn't wan't expensive stuff sitting on porches. apparently keeps getting stolen. never had stolen, why apple have pre-sign option if doesn't work?

 

i used pre-sign iphone 4s , ipad 2 without problem. nerve wracking knowing sitting out there unguarded make sure delivery location safe.
