Can you set the amount of time iMessage tries to send?

at moment there seems sort of data network issue in mk , phone won't data. when trying send message via imessage phone sit there saying 'sending'. if cancel choose send text, can't. have wait until fails before option. there way can shorten time takes try , send? sits there saying 'sending' ages.

you can tap on message, after hit send , select send sms.
