iPhone 4S deleted photos when registering


hi guys,
i'm new here , have real problem. friend bought iphone4s on friday. crowd of went on holiday day , we've taken 650 photos on it! he's connected hp laptop first time , registered it, pressed yes button , of course it's erased on it! there anyway can photos back. unfortunately hasn't registered icloud!

did friend select "set iphone new"?

without back-up , photo stream off, i'm afraid he's sol.
