PRL question (Sprint)

i got off phone sprint tech support (internet speed issues) , told me have go store , prl updated. can prl update if phone jb? after lady told me system reading new prl on phone speed went 200 1600 after restarted phone went 100-200 , reading old prl.

way can pull without losing jailbreak?
