Phone can't boot from dead state off usb cable

lately when phone dying, try plug in @ computer , right away goes battery charge trying boot. once gets lock screen instantly shut down , try process again.

way can boot again use wall charger. never happened before, know whats going on?

have jailbroken few tweaks installed

guess i'm wondering why phone doesn't charge (on battery screen) while anymore used to, boots instantly, did turn option off?
