Q for logic board repairer: MacBook will not turn on if battery drained

greetings,

macbook battery not charging , will not turn on if battery drained. bizarre reason, battery has hace charge turn on power addapter connected though not using battery. cause this?

problem began when previous magsafe cable burned through sparking lot.

- macbook works power adapter or battery until drained.

- battery status in menu bar says "not charging".

- light on magsafe plug light green.

- power adapter new.

- battery new.

- magsafe board new.

- reset smc.

can knowledge of logic board components tell me cause this?
