Changing partition sizes nondestructively?

i have friend external hard drive, who's formatted half pc , half mac. barely uses pc side , wants free lot of mac partition. doesn't have info on external drive backed up, wondering if it's possible in snow leopard or lion nondestructively repartition hard drive, keeping data on both partitions while still changing size of each. can done if of partitions mac os x extended (journaled)? if 1 mac os x extended (journaled) , other ms-fat? thanks!

read following don't yet...
in disk utility, can drag lower right corner of partition resize it. works great reduce size or if rest of drive empty, works increasing size. in friend's situation, suggest msdos stuff copying on folder on hfs+ journaled side. can delete msdos partition. once shows free space, can resize hfs+ partition. lastly, can create new msdos partition , copy stuff there saved in folder on hfs+ side.

read part , stuff first...
ok said above work. if goes wrong? friend should have backed up. everything. second usb drive costs fifty bucks , can them @ target. it's not have mail order newegg , sign package. tell friend go down store , second usb drive act backup before changes anything.

should wiped? no. wiped? possibly yes. know experience stuff goes wrong. on wife's machine, installing lion , went wrong , hdd showed empty. wound reinstalling os , when tried restore time machine backup corrupted. stuff seemed gone. luckily had installed , paid crashplan subscription , had made copy on crashplan's backup server of home folder needed. whew!
