Cell network search should I leave it on or turn it off

i have been thinking if should continue leave off or turn on. there no explanation , why on iphone have idea.

 

think of this, in laymans terms.

you're looking bus stop. don't know is, there bus stops on country. walk randomly , try find it, or talk , ask, "where nearest bus stop?"

replace bus stops cell towers, , replace talk using current location determine it.
