Am I the only one with a new iPad that flags/jello's when scrolling up/down?

on ipad (new, 3 whatever u want call it) screen great except 1 thing, there noticeable flagging (angles or down 10-15 degrees) of text or down across whole page. (also described jello like) less noticeable left right , down, , less noticeable when viewing left or right angle. faster scroll more pronounced effect. wife sees too, , buddy over. haven't seen else mention or complain , have defective ipad or , nobody cares?

 

i'm confused problem is?
complaining because can't read text while scrolling?
