Settting Up IPAD 3

can you, , should you, restore ipad 2 backup, setting new ipad, or should set scratch?

 

given ipad 1 icloud connected, i'm hoping once i've entered icloud details new ipad start syncing on air. otherwise i'm going sat damn thing here on desk @ work until home desktop mac.
