Iphone 4 Activate with SIMLOCK in Installation procedure

hi all,

have iphone 4, 32gb version 4.3.5 on it.
on begin of installation language, country, location, things can have activate him itunes , sim card simlock sim doesnt have. can 1 pleas me issue.

tryed install jailbreak 4.3.5 stays still on same installation.
