trying to setup a external hard drive wirelessly for time machine

what have:

2011 macbook pro
shaw wireless cable modem (has usb port on back) cisco brand
wd book external hard drive


i've tried plugging hdd of modem im not seeing come on network. im relatively new mac , theres lots don't know computers. can make work? want set time machine on drive dont have keep plugging in , backups in background. appreciated

does modem have manual (off- or online), can explain, how setup external hdd connected modem?
can access modem via browser (192.168.0.1 or 10.0.0.1 typically address of router or modem/router combo) , see, if there setting in settings?
