Safari scrollbar position memory on Div:hidden->Overflow:hover

just looking confirm , maybe find reason/solution for:

have long vertical div overflow:hidden. have div setup on:hover change overflow:auto activates scrollbar , works fine. i've come notice if hover div, scroll down, mouseoff, hover again scroll position saved scrollbar moved top (0 y). if go scroll again jumps down should already. on latest safari in 10.6.8 , firefox , chrome (surprisingly) not seem have same issue. notice happens in gmail on left hand side chat scroll window assume not me. else confirm/notice this?
