How to configure Japanese keyboard

hi! connected japanese (usb) keyboard mac , can't configure keyboard layout. i've changed input method kotoeri still "@" still located in number 2. can me?

same problem imac.
reinstalled os , japanese jis keyboard no longer working - mapping wrong.
tried keyboard preferences , adding koteri in input sources not changing mapping...
