New User - Permission Issues

i started adding user account, , think things got messed when tried transfer files between 2 accounts. changed permission settings on user folder, , having issues pretty (iphoto needs repair damaged library every time now)
also, every time modify dock (on affected account) removes changes on reboot.

tried repair permissions disk utility, apple says fixes non-user files (or along lines) didn't seem :/

how can fix this? delete account , start over? there easy way transfer files between user accounts? or access files 1 account, while on other?
