How to get stuff transferred and update my new iPad?

i have ipad 2 , got new ipad? transfer al
settings , apps, exact clone of what's on ipad 2 onto new 1 , restore ipad 2 default state can give mom. best way go doing this? don't have laptop me, won't able use itunes perform update new ipad. ipad 2 has been backed icloud, should able set new ipad , restore icloud? won't have access computer awhile , curious if best way new shiny ipad setup , ready go can use it?

i 6 hours icloud restore. have 21gb worth of apps, , doesn't include movies or music. can restore icloud, if have significant apps, prepare patient.

best way restoring itunes. usb connection apparently trumps icloud.

oh, , if have media didn't buy on itunes or matched itunes match, won't until sync itunes client.
