I believe the apple rep was misinformed regarding 16gb of memory on the MBP. Help!

a family member picked new mbp apple store. rep explained them while system might able see 16gb of memory, logic board hard coded address first 8gb. , while programs might attempt use other 8gb of memory, logic board prevent , use first 8gb.
