Add subfolder to email account

i have ipad 2 , i'm trying add subfolder in mail account. have done following, went mailboxes, clicked on inbox (where want add folder) , edit, following options appear " mark,delete , move" no option add subfolder. have pop account, doing wrong?

 

you need in lower "accounts" section, , not upper "inboxes" section when select mail account. edit button lets create new folder.
