Noob help using a phone in mexico not on original carrier

i given iphone 4gs acquired through at&t. living in mexico , use iphone local mexican carrier. on 5.0.1.

possible?

questions are:
can local plan (mx) on phone?
need phone prepare used local carrier?

help, clarity or guidance may able provide.

you cannot use at&t iphone 4ss on carrier besides at&t. not unlock phones. need buy non-subsidized, unlocked phone if want use on carrier.
