SMS gets stuck on 99%, doesn't receive text either


help iphone 3gs gets stuck on 99% when sending sms's , doesn't receive texts either. i'm on ios 5.1 , started getting problem few months ago has stopped receiving texts well. on o2 living in essex, please help!
 

sounds network problem. have tried ringing o2?
