Find my iPhone does't

my icloud page lists 4 devices, mac i'm typing on, laptop, , iphone 4's of wife , i.

machine says "no location". laptop, downstairs, works fine.

neither of phones do, both "offline". looked @ doc on apple, , nothing in apply - both have sim in, etc.

other reasons this?
