Can I use both ATT and Verizon 3G on either iPad LTE?

i watched conference , confusing me no end.

owned ipad 2 3g at&t since verizon pretty crappy in area. advisable purchase new ipad 4g at&t well? or 3g radio in either ipad 4g compatible both networks?

way i'm thinking new ipad works both at&t , verizon 3g towers irrespective of model choose, , bands 4g different.

can please confirm. thanks.
