Video Wallpaper resolution question

i have video want have play video wallpaper on jb 4s.

notice how video wallpaper full screen (i.e.: top bottom):

when take video below , play resolution of final output file, can't seem larger middle 1/3 of screen. i've tried 1280*720, 640*480, 320*240...and i've cropped sides out of original video literally wide enough capture widest sponge stroke.

so, why final output file same size (in terms of screen size , placement)? missing?

wish assist have never messed video or active wallpaper. want more couple hours of battery life.
