Photoshop and Radial Blur

is there way (ie there alternative software photoshop) perform radial blur on oval selection of image without having stretch perfect circle first? think of making 3/4 image of wheel if it's turning.

 

you can deform image square first, apply radial blur , go previous rectangular shape dimensions...
