Why no iPhoto for iPod Touch 4th gen?

just wondering why iphoto app released yesterday doesn't work 4th generation ipod touch. have camera (even though not one, both front facing , back). , shouldn't still able use iphoto edit , share photos imported ipod?

same questions goes first gen ipad. have photos i've imported using camera connection kit. why can't have iphoto installed on ipad can edit imported images?
