Remote controlling app + IPC app communication. Is this possible?

i'm doing feasibility research on remote app control (using bluetooth) in combination ipc on ipad.

i'm particularly interested in knowing whether ipc possible on ipad app controlling 3rd party proprietary app. instance, possible have app issue 'next/previous picture' request in image viewer of choice? assuming of course image viewer in question capable of handling such request.

insights appreciated.
