Charging iPad via usb

will ipad charge via usb off computer? says not charging, understand when screen on , when screen off charging. confirmation? thanks!

 

standard usb ports don't provide enough power noticeably charge ipads. provide little power, , if leave plugged in several days battery charge.

new computers come increased power usb ports (i forget actual name) , macs can charge ipads usb. charge ipad 2 fine macbook pro.
