"Can't Connect to iTunes"

i picked iphone 4 off contract last week , i've been having issues it. it, whatever reason, won't connect itunes store, when on wifi.

i've tried 2 different networks (home network, mifi network) , same issue.
i've restored device factory settings.
i've deleted , connected wifi router.
i've signed out , signed in of itunes account.

roommate's ipod touch has no issues @ downloading stuff our shared itunes account.

can browse through itunes app store on phone.. thing won't download.

can't connect itunes store @ all, can browse app store yet can't download apps , happens whether on wi-fi or 3g?
