Macbook will not download files

i have problem 11' air driving me mad!
when try download internet page changes , nothing happens. happens 95% of time. whenever use site cnet happens, if i'm downloading document or picture example random site have no problem happens regardless of browser use..

upgraded 13 macbook , had same problem on occasionally. used migration assistant i'm guessing have setting wrong somewhere.

cam please??

 

does happen in another, temporarily created, user account?
tried resetting safari yet?
can reset safari way:
