Question of possibility

hello everyone, first post , want hello , hope active on forum.

anyway wondering off possibility of app uses photo recognition create easy use encyclopedia such created leafsnap. understand created scientist , wondering if single person or group of people create app whether plants, rocks, fossils ect... photo recognition used @ distance. myself dont have app experience wondering if possible done before either ventured on project or had me.
