New iPad Personal Hotspot missing (UK)

hi,

have dida mobile data sim uses 3 network (18gb on 6 months £20). use in mifi want use in new ipad 4g.

in iphone 4s can insert sim , setup (and use) personal hotspot. in new ipad personal hotspot option missing thought dida mobile internet working (i can browse web pages etc).

so, tried 'reset network settings' , other things can think of... nothing.

can if uk see option?
