Can't move apps between screen

ipad 3:

able when first got ipad cannot: when try move apps 1 screen next not allow me. apps snap on screen.

can't find setting prevent this. have rebooted no avail. help?

hold opposite side of app while pushing over. eg..if want move app page on left, hold right side of app best can. , once edge of screen, kinda hold there. there slight delay before switches pages. can pia sometimes, once feel of have no problems.
