Prevent users from unchecking "require password to wake computer..."?

i've been given task of securing small network. 1 of things want have happen have computers lock down after period of inactivity.

easy thing this, of course, require password after computer goes sleep or screen saver starts. problem have users unchecking in security preference pane, it's user preference (they don't need authenticate admin turn off).

know can log them out after period of inactivity, closes files , programs , bit more of pain everyone. have people purposefully leaving unsaved file open logout gets interrupted program's save dialog. if have password prompt time, without users able uncheck it, we'd satisfied.

there way make user preference "require password wake computer sleep or screen saver" editable admin account? greyed out rest of security preferences?

aware of the method outlined here i'd not worry repair permissions resetting that. i'd rather have check mark greyed out users without admin privileges.

clients in question using 10.5.8.

i haven't tried it, should able use parental controls prevent users launching system preferences.
