Appstore not downloading

hey guys, need here..

have iphone 4 (not jailbroken) , have problems downloading apps appstore. each time try download something, icon indicate "waiting" , after hour, remains same. have tried using home wifi , friend's wifi problem persists.

started after 1 of app payment failed, though has since been resolved.

have tried restarting iphone , all, nothing seems work. experiencing same problem? appreciated.

 

have done hard reset - hold home , power button until white apple appears? if doesn't it, might need email app store support assistance. account on end might need reset?
