Am I allow to pay a $1000 laptop with a caedit card (with $600 credit limit)

hi everyone, credit card limit $600 usd. if want buy laptop costs $1000, able pay credit card? there penalty exceeding limit? or possible pay vendor $600 credit card, add $400 in cash?

btw use wells fargo, contacted them via email, never respond, wondering if in here uses credit card alot, , encounter situation before. student , want build reliable credit score.
