Using iP4s as hotspot for iPad2 -??

i want know if iphone 4s (at&t) can make/receive calls or handle texts while tethered ipad 2 (wifi only)?

can ip4s (at&t) used hot spot new ipad 4g lte verizon if not have cellular data service turned on?

how many other devices can tethered ip4s @ 1 time?

there specific apps should installed on idevices have been known make whole process of tethering easier att?

please provide answer questions if can or ignore thread - no need waste of time suggesting search since decided take approach - thanks.

 

the 4 & 4s hotspot 5 connections. 3 wifi, 1 bluetooth & 1 usb.

ipads can connect via either wifi or bluetooth.
