iPhone 3GS turns on when plugged in

hello, wondering if has suggestions --

scenario:

have iphone 3gs.

iphone turned on , plugged computer (windows 7). turn off (still plugged in) , phone restarts , turns on. can't stay off while plugged in.

ideas?

help!
