Best SLR for around 1000+?? (strictly for pics)

i have canon xsi , may upgrade soon. best 1 pictures strictly around 1000... don't mind if comes video, if better 1 without preferable.

prime lens?? i've been told should invest in 1 of these, , less on body?? suggestions??
