Safari resizes photos to fit non-retina display even on new iPad

when load following image (using safari) on new ipad , ipad 2, gets resized 912x684:

source image 3648x2736, , there should huge difference between what's readable on license plate using retina screen. however, since gets resized less mega pixel, image looks same on both devices.

text looks great, i'd photos sharp possible when browsing web also. bug in safari? or how intended work?

 

when downloaded photo on ipad , opened iphoto, retained dimensions of 10mp camera.
