ok want make stamp on photoshop don t have spend lot of money going graphic designer , kind of need info quickly

have never used photshop before i'm quick learner want change text in middle of something else 3 letters, , want change outer edge of image

can elements take away , add text or should bring graphics designer people no r talking answer plz thank
