how to facetime/skype videocall a phone (not iOS))

i have ipad 2 , smartphone camera video calls. want videocall ipad2 smartphone. can skype it? facetime? app? details below:

ipad 2 wi-fi only
smartphone 3g , wi-fi, running exclusive os (not android or ios)

in case interested, phone gt s5620

 

skype option. ft won't work on none apple devices.
